Alright, discarding Fidget and Digit's perpetual argument about what a robot can and cannot do, the question arises in that the Gadgetinis are capable of a lot more than most robots in the series.
Look at it this way. The Gadgetinis are just as much individuals as any human in the series. They have their own quirks and personalities, and they are aware of what and who they are, and what and who is around them. Compare this to the dumb robots of the original series, such as the monster in "Winterland" or the doppelgänger in "Double Agent." Neither was self aware or able to do anything but take orders. Even some who come close, such as G2 or GG, while being somewhat aware, have very robotic qualities and, at least in G2's case, needed to have contact with Gadget before developing human like qualities. Even then, it doesn't seem to arrive to the levels the Gadgetinis already had from the start.
My theory on this does take a bit from the anime, "The Cat Returns." In the movie, two of the main characters are Baron, a cat figurine, and Toto, a stone crow (or magpie in the manga.) The explanation given for them is that sometimes, well loved works of art are given a soul, and thus become real. Well, if a figurine or a statue can come to life, then why not robots. Perhaps, Fidget and Digit are also creations in the vein of Baron and Toto. The only reason they don't have to hide is because people expect robots to move and interact somewhat, while they don't expect to see a moving statue.

Well maybe they were programmed with free will. Perhaps that is the key thing that makes them stand out from other robots.

Ah. Thanks! I don't think Fidget would mind all too much. Having a brother (or, even worse, a twin) would make then closer to being human. Pinnochio syndrome and all that.

Well, Penny created them, and since she's more smarter she would probably put some program or something and made the robots with free will, just like Gizmo referred. Otherwise they wouldn't act like they act and would just be normal robots with no carefree.
A little like Baymax from Big Hero 6. He acts like a normal robot but at least a personality and cares for Hiro.
