I like to go all meta, and assume that M.A.D. is a metaphor for the general evilness of society. Notice how there are LOTS of M.A.D. agents, and how they tend to occupy leading or important positions. The few good people like Gadget and such have to battle the evil guys who only think about profit and personal gain - and those evil guys are the majority. Like, deep stuff, man. XD
This also puts a new spin on how dr Claw can seemingly control everything, as if he had cameras everywhere.
