I read somewhere that he's Inspector Gadget's nephew, but that conflicts with the idea that Penny is the good inspector's only family.
Likewise, saying he's the Inspector as a kid conflicts with the fact that the original got his gadgets as an adult.
So, who do you think he is?

Gadget Boy isn't related but I do think he is an alternate version of gadget in another dimension.

In the first episode it's commented that Gadget Boy has an adult's mind but in a child's body. Later it's commented he's simply a child. ...That show has some problems with contradiction. G9 being called a cyborg but later being called a robot being another example to that. I don't pin him as a relative to Inspector Gadget.

Gadget Boy is the result of a 'top-secret mission' between Agent Heather and Gadget that neither one likes to talk about. Heather keeps the kid and "Takes him on missions", and Gadget quietly slips the child support payments in the mail, no questions asked.

Perhaps he was once a normal kid that got hurt badly.

Well, the intention was that he was supposed to be the child version of Inspector Gadget. But because they didn't do the series right it just turned out that he's nobody.

It makes sense that they would try to do a child version type show during this time since in the 90's there was this strange trend of making "Kids" versions of preexisting shows. (Also love your profile picture XD)

I prefer the alternate time line theory. I was just making a joke, but as humorous as my statement was, there is nothing for or against it. But you're probably right, it's just an alternate timeline.
