So I was watching the classic 80s cartoon and I realized that it was animated by at least one Japanese studio so I wondered how the show would be if it was an anime. It had the right combination of drama and comedy to appeal to a Japanese audience just like Powerpuff Girls and the 60s Batman so had. But there was so much context left out by the show and some things that were only implied.
So I came up with an idea that became my new project. I will updated as I go along. I am still working on the last few episodes and I will post them by editing this thread when they're ready. Some of the episodes summaries are probably too long and I will go back and correct them if possible. There are probably many grammar errors that I haven't found yet. If need be I will go back and fix them. I was going to post this tomorrow but I'm going to spend most of the day in the car as my dad drives me back home from Florida.

Basically he's more of a businessman and criminal mastermind then a world conqueror. He would rather loot the world then take the time to run it. He puts the logo of his organization on everything they make but it usually requires ultraviolet light or infrared light to see it. He's very into branding things and sticking with his chosen theme. Early on he realizes but someone is helping Gadget what dismisses Penny because be idea of a child somehow being able to not only sneak past his security but also foil his schemes is ridiculous, reckless Gadget's part, and constitutes child endangerment.
Gadget was originally a brilliant and fairly skilled detective in the Metro City Police Department. He had already partially dismantled MAD's Metro City operations before the explosion destroyed his body. He had trouble dealing with some of dr. Claw's more bizarre weapons and schemes but got some needed insight from his sister who was roboticist and 'outlaw' scientist. He starts out able to take care of himself pretty well and might be able to solve the crime if he had enough time to do so. However, his mind sort of slowly devolves overtime in terms of intelligence and awareness. However, the artificial intelligence by controls his gadgets is still aware of what's going on and tries to help and protect him. Part of the problem with his intelligence stems from the disconnect between his instincts and those of the AI controlling his gadgets.
Brain is a Master of Disguise who can change his appearance at will. He is an uplifted dog who was legally owned by Penny's parents, he's technically a slave but Penny's parents treated him more like a babysitter and lab assistant. He bared some resentment towards Penny's parents but tries to get past this in order to keep her happy and safe. The living cells in his feet and legs can rearrange themselves so that he can walk upright when need be but the process requires a lot of energy so he has a high carb diet behind Gadget's back. He was created by MAD along with other uplifted animals like Madcat. Brain has other ties to MAD as well, and has a great deal of guilt involving something he did in the past.
At one point he worked as a rescue dog and as a guard dog as Gadget was recovering from his near-death experience. Through a combination of animatronics, cell-based facial manipulation, nanoscale inkjet printing, and holograms he is able to change his appearance to match any human he wants as long as they're fairly short. He use his ability to play pranks on Penny and Gadget when he's in the right mood. He does pantomime as a hobby of his and prefers human food to dog food when possible. When Brain is alone with Penny is gender presentation tends to change from masculine to feminine every other day or so. He likes wearing pink skirts when he can get away with and enjoys playing dress up while Penny is more practical when it comes to clothing. Gadget treats him like a regular dog most of the time, which Brain has mixed feelings about.
Penny is resourceful, cunning, and kind of ruthless (in the sense of "I will beat you up if you don't tell me where that giant laser is") under the right condition but she's still a little girl. Despite her common sense and intelligence. Her parents were killed when she was nearly 9 and she spent nearly a year being taken care of by Chief Quimby before Gadget recovered and adopted her. After discovering that her parents were killed in an explosion seemingly caused by doctor Claw she swore violent and possibly lethal revenge against him.
Sometimes Penny acts more like a woman in her early twenties then a little girl but this only happens when she's on a mission. She thinks this might be some kind of personality upgrade her parents gave her in case of an emergency. She considers her computer watch and book family heirlooms to be protected at all cost. They are both for tools and her comfort objects. She tries not to rely on her book and watch completely and uses other tools when necessary. Her mother taught her self-defense and she does all right in a fight provided her opponent underestimates her. When confronting multiple enemies she prefers long-range attacks and generally uses stealth in order to get where she needs to go. She generally regards doctor Claw with an aura of fear and awe. She's a bit of a mad scientist herself and doesn't always think about the ethical implications of some of the things she does.
She treats Brain as an older brother instead of a dog which can make things awkward sometimes. Penny is not above playing pranks on her uncle when his ego gets too big but otherwise leaves him alone. She rarely pranks Brain unless they're very bored. Her humor tends to be more sarcastic then Brain's preference for slapstick. Penny has a natural aptitude with fixing things and coding. She can repair her devices easily and tends to be a bit of an inventor, including a rocket powered scooter, a miniature earthquake detector, a repurposed and rebuilt mechanical doll for surveillance and long-range protection, a glove that shoots out tranquilizer darts and gas bombs, Brain's collar, and many of the gadgets in her home, even though she isn't entirely certain how her two comfort objects actually work. While the inspector has killed in the line of duty occasionally he and his family go out of their way not to take lives. Penny's increasingly lethal vendetta against dr. Claw aside.

MAD's theme is heard as an explosion decimates the inside of a building. Doctor Claw's vehicle flies across the screen as his ominous laughter is heard. A desperate and scared Penny is seen moments later as she cries out for her parents and uncle. Gadget is seen on a table with his face and broken body covered in shadow. A group of surgeons is seen going to work on him as a quick montage the various parts of his body are slowly replaced. Thus leaving only his brain, replaceable outer skin, and eyes.
Meanwhile, Penny makes a solemn vow right out Batman's origin to avenge her parent's deaths and end MAD's reign of Terror! A split-screen is shown as Inspector Gadget makes a similar vow, swearing to bring Doctor Claw to justice. Brain looks sadly and guiltily at his two owner‘s in the background before narrowing his eyes in resolve.
A clock spins as time passes quickly. Police sirens blare for a moment before the Inspector Gadget theme song plays as Gadget receives a note from Chief Quimby and goes off on his assignment only to be secretly protected by Brain. Gadget is as clumsy and comical as ever but his gadgets seem to have a mind of their own. All of the more serious moments in the title sequence that follows are balanced out by Gadget's antics, MadCat doing something amusing, or scenes of Penny and Brain having fun, hugging happily, and playing harmless pranks on their caretaker together.
The scene changes, Penny is investigating an old warehouse only to be set upon by four thugs. She manages to knock two out with her bare hands before being grabbed and pinned down by the other three. She is saved by a mysterious ninja-like figure of a similar size.
What seems to be a daydream is shown of Penny using her computer book's laser to bring down Doctor Claw's jet. The ninja is then seen standing over a pile (possibly?) dead MAD agents and does the slicing throat motion at Doctor Claw's Japanese equivalent (Iji-Waruda-san). Penny stares at the sight in horror but soon shakes her fist in rage when she sees the Mad logo behind her.
Penny's theme is played as Penny shoots at drones with her watch's lazer before uses her computer book to commandeer a plane. The scene switches as she rescues a tied up Brain from being crushed by a boulder. Inspector Gadget captures two criminals and accidentally knocks out a 3nd. Brain is seen keeping a small army of criminals busy in the background.
Penny makes a discovery (a stolen canon that can broadcast electricity) and contacts Chief Quimby before being grabbed by doctor Claw. She is saved by Gadget using his tie to pull her out of the villain's grip. Gadget angrily and dismissively waves his finger at her. She is obviously frustrated with him but puts on an accepting front. Dr. Claw tosses a bomb at Gadget who throws it at the cannon with the explosion, damaging it. Brain protects Penny and Gadget as they wade through an army of mad agents. Penny eventually uses her book to point the cannon at the agents, who all surrender immediately. Brain tackles and subdues a laser gun-wielding Madcat. Gadget, Brain, and Penny corner Doctor Claw at his desk only for the villain to laugh at them before his chair drops out of sight as his pet jumps in after him.
The scene switches to the outside of the building. As Quimby and the police arrest a large group of Agents in the foreground outside, the Madmobile flies away. Madcat's signature yowl is heard as the criminal mastermind says his catchphrase. Only for Gadget to fly after him with Penny and Brain along for the ride. The ninja looks on from the shadows in the distance. Sometime later Penny comes back on foot and waves at the Ninja, they reluctantly wave back.
Gadget falls (upside down) only looks mildly annoyed, like this happens all the time.
The show's title appears before the scene fades to black.
Episode 1: "The Inspector's Secret Origin Revealed!"
A brilliant but ordinary police officer* survives destruction and becomes America's first bionic police officer. During his recovery, he ends up as a single father and the owner of a very strange dog. But things really start to kick-off when he becomes a part of a secret police organization only rumored to exist!

Episode 2: "MAD Strikes Back! The Legacy of Dr. Sophie D. Gidget-Brownington!"
As Penny and Brain get used to their new situation the newly rechristened inspector gets his first “trial’ assignment*: Stop Doctor Claw from stealing both an experimental robot and the mysterious watch that controls it! But Brain thinks something is wrong, after all, he's seen that watch before!
*Clarence "Chief" Quimby is an Interpol agent and the police commissioner of Metro City. He was chief of Gadget's precinct during the 80s, long before Gadget became a cyborg.
Episode 3 : “The broken Penny! The great explosion dilemma!”
After her uncle's disastrous but successful first assignment Penny wants to keep him safe and not lose another family member. But shortly after receiving a package from her late mother, Penny must contend with a series of thefts and bombings committed by drones. Her uncle deals with a bomb threat and ransom demand. Can Penny solve the crime while dealing with protecting her uncle at the same time?!
Episode 4: “The museum where evil larks!”
A local wax museum is temporarily housing a set of priceless wax candles and seals used by da Vinci, Jules Verne, and Adia Lovelace. MAD is contracted by a private collector and her gang of hired thugs to help them steal the artifacts. The inspector goes on a visit to privately investigate the initial thefts. Can he stop their crimes despite his mental decline?
Episode 5: “An old evil! Fortress of treachery and greed!"
Gadget’s next assignment is at Fort Bricks (formerly Fort Braggart) reveals a silly scheme used to hide a far more dangerous plan! One steeped in disturbing National history and filled with present danger!
Episode 6: "Operation Mini-Madness!"
During a bizarre crime spree, Penny begins to suspect that her own dog is involved in the crimes. But as child and pet are at odds with each other, a greater danger lurks. A famed saboteur known as the Gremlin has been hired to expand MAD's clientele, sabotage an experimental police vehicle, and to disassemble a snooping Gadget piece by piece!
Episode 7: "Dr. Claw's counterfeiting chaos! Bonds and lost notes revealed!"
Dr. Claw's latest scheme involves claiming World War II bonds, reuniting a German counterfeiting gang, and digging up a concentration camp! As Gadget looks for the missing bonds in Metro City, Penny and Brain discover just how much International intrigue the reluctant duo are going to be involved with!
Episode 8: “The Living car of doom!”
Gadget has been issued his official police vehicle and Interpol’s answer to the MADmobile: The Gadget-Mobile! Things take a strange and dangerous turn when the car seems to develop a murderus mind of its own after a successful shakedown drive. Worst still the car goes on a crime spree with Penny along for the ride! Is the car under MAD’s Control or is something else going on?
Episode 9: "The return of the Gremlin!"
The infamous Gremlin returns with his new allies, the Linguini's, as they prepare to infiltrate Area 51 and steal a new spy plane! Meanwhile, a MAD agent called the Clockmaker attempts to steal Penny's watch in order to upgrade his clockpunk inventions in the hope of upstaging his rival, Professor Gizmo of Interpol.
Episode 10: "A great car battle! MAD on the racetrack!"
Dr. Claw secretly enters a race and distracts Gadget with a fake alien invasion! An invasion overseen by dr. Claw! One the inspector believes in due to being an abductee who was supposedly taken to Venus by aliens. Not helped by the fact the Invaders are using advanced weaponry that Brain has to protect his master from. Meanwhile, Penny is approached by a female driver named Heather Robinson to be part of her pit crew. In the process Penny finds herself fighting and later racing against doctor Claw*! How can the King of Terror be in two places at once and will Penny or Gadget survive the experience?
Episode 11: "Penny trapped in Mad Mountain! Siege of Green Street Manor!"
In the aftermath of a failed plan to hijack a train, D.A.T*-Penny investigates an isolated castle that may be M.A.D headquarters! However, she ends up being captured and faces the threat of being interrogated and tortured by dr. Claw himself! Meanwhile, the plans for a new kinetic energy-based weapon have been stolen. Doctor Claw plans to use it against Interpol. But thanks to some quick thinking he may have made a fatal error: He's led Gadget to the mansion from which he runs his Metro City operations!

Episode 12: "It's a Madhouse! Penny versus Dr. Claw!"
Dr. Claw uses the PIP-1 chip he stole from Penny's watch to take control of a new skyscraper that runs itself. A confused and ignorant Gadget is sent in there to stop him while Brain tries to protect him with a salvaged drone. Meanwhile, in the background, Penny and the man she hates struggle for control over the skyscraper!
Episode 13: "Mad's latest product: Death!"
Gadget gets a firsthand look at MAD’s ruthless corporate nature as one of its shell companies begins producing living dolls! While a cleverly disguised Brain openly joined forces with an increasingly suspicious Gadget, Penny works to become a junior agent of Interpol.
Episode 14: “Danger in Sardinia! What is MADIA?”
While her uncle investigates a bizarre scheme involving the dismantling of the Eiffel Tower Penny goes on her first solo assignment. The large island of Sardinia has recently become home to a wave of robberies and extortion schemes. The D.A.T and her handler Heather discover the still dangerous remnants of an organization with a surprising connection to MAD!
Episode 15: "Infiltration and secrets! The castle that killed!"
Dr. Claw plans to use a mysterious Master of Disguise called the Chameleon to infiltrate a Police Convention! In the meantime, he hopes to distract Gadget with a booby-trapped haunted Castle staffed by movie monsters. But while the atmosphere isn't doing much for Brain's nerves he is more concerned about a secret he's hiding. One that links Penny's new partner to the organization she has sworn to destroy!
Episode 16: "City of Gold Conspiracy! Gadget's time to shine!"
Gadget and Penny (now as a Junior Detective-Agent of I-LANCE* after two dozen missions) are sent to Mexico to investigate the theft and desecration of an archaeological treasure! But during the initial stages of the investigation, Penny is captured by a secret city of Aztec pagans. Gadget continues his investigation but it soon becomes clear that the story is more complicated than simple greed. Brain must make a difficult decision: Should he rescue Penny from unknown danger or stay behind and somehow protect the increasingly egotistical and forgetful inspector?

Episode 17: "Beware Pirates, and protect the boat! Oligarchs missing!"
A real-life group of pirates is pillaging the high seas! The inspector is sent to guard a luxury yacht that maybe their next target. But MAD is already on board and Penny comes face-to-face with Doctor Claw!
Episode 18: "Danger in the Bermuda Triangle! Trapped in a secret base!"
Oil tankers have been vanishing in the Bermuda Triangle, the MAD Agency is believed to be responsible. Penny infiltrates Doctor Claw's secret base as her uncle tags along. Claw is determined to capture the confused or delusional inspector who thinks he's on Venus!
Episode 19: "Satellite in danger! Assault on Cracked-Skull Island!"
Agent Heather, Brain, Gadget, and Penny split into two teams to deal with two very different threats! Heather and Gadget go to yet another underwater base to stop doctor Claw from trying to destroy a mysterious government satellite for the third time! Meanwhile, Penny and Brain go on a far more important assignment; Rescue a group of powerful American oligarchs from a modern-day pirate!
Episode 20: "A new enemy? The Bet of Doom!” A wave of assassinations caused by deadly and deffective products sends shockwaves across international leadership and consumer advocate groups! The primary suspect is the Gremlin but he claims to have no knowledge of what is going on. Who* is behind for the scheme and why?

Episode 21: “Sound as a weapon! Brain the hero!"
Gadget infiltrates a mad engineer convention after one of its exhibits is stolen. Meanwhile, Penny looks for the stolen vibration-based weapon. But when both are captured it's up to Brain to find a way to stop dr. Claw's latest scheme.
Inspector Gadget OAV: "The inspector's new challenge: Beware Doctor Thaw!
Dr. Claw wannabe George "Dr. Thaw" Irvington and his kid sidekick "Billy" use a heat ray in order to hold the polar ice caps for ransom. They hope to make some money to attract dr. Claw's attention. They do, but not in the way they had hoped! Meanwhile, Penny and her Russian counterpart Presa investigate the crime. Time: 1 hour, 16 minutes.
Episode 22: “Movie MADness! The Inspector murdered on Film!"
When movie star Fang the Wonder Dog is dognapped and held for ransom his famous owner* reluctantly turns to Interpol for help*. Gadget interviews Fang's jealous co-star Lana Lenore, Brain looks around the set for clues as Fang's stunt double and Penny investigate a related and possibly more important mystery: Who is committing treason and murder at a nearby military base?
* Rapper, lover of irony, and rival to Eminem, Rick Raper! Formerly known as Rick Rocker before his stage-name/music-genre change.

Episode 23: " Penny's hunter! Beware Colin Talon jr.!"
After Mr. Talon takes over his father's crime syndicate, his son, simply known as Talon, auditions for Doctor Claw's assistant, troubleshooter, and part-time cat-sitter. Talon attempts to prove his worth to dr. Claw by finding and interrogating the person who's been consistently sabotaging his criminal schemes. In the process Penny discovers doctor Claw's most closely guarded secret!
Episode 24:"The roving crime base of death! The turning point in our private war!"
Gadget and Brain investigate a circus being used as a mobile crime base. But it soon becomes apparent that dr. Claw is actually looking for a dangerous artifact left behind by one of his two mentors.
Episode 25: “Terror in the Balkans! The Tribe of immortality!"
A tribe only vaguely aware of the outside world lies in the Balkans. When a dead MAD agent is found by anthropologists studying the tribe, Inspector Gadget goes to investigate. What he and Penny find there is both fascinating and potentially dangerous. And Dr. Claw will do anything to get that secret!
Episode 26: Penny’s secret power(s)! Hunt for the Claw!”
Two weeks have passed since the debacle in the Balkans and Penny's enhanced strength and durability hasn't gone away. However, Penny and Dr. Claw's recent protege go on the hunt for Doctor Claw's missing "Control-Claw"! Meanwhile, with Gadget busy on a wild goose chase Doctor Claw prepares to implement the second phase of his master plan!
Episode 27: “The Curse of the Pyramid! Is magic real?”
A controversial pyramid, made by a very paranoid female pharaoh and filled with rare and valuable artifacts, is discovered. Dr. Claw intends to plunder the artifacts and use the traps to make an ancient curse real. Penny and the others go to stop him but she soon realizes that something else is working against both parties. Is the curse real?
Episode 27: “Global terror! World Leaders in danger!”
With Gadget busy on another case and Brain injured, it's up to Penny to save the members of the UN from a terrorist plot! Can a young girl with identity issues stop Mad's biggest scheme yet!
Episode 28: "Comrade Ironanik? The Amber Room of Doom!"
Gadget is sent to Serbia to join forces with his Russian counterpart* and his handler after a "Mr. Talon" steals the recently recovered Amber Room.

Episode 28: "Revenge of a clockmaker! Penney's counterpart revealed?"
Penny and Gadget are sent to Switzerland in order to deal with two different smuggling operations and an old enemy. Penny gets unexpected, and in some ways unwanted, help from a mysterious super-powered Ninja.
"Episode 29: A Chinese Doctor Claw?! The Jade Dragon Roars!" (1)
Dr. Claw steals three valuable Chinese artifacts and goes to meet the infamous Chinese billionaire Zinlong "Mr. Chow" Banan. Gadget is sent to Hong Kong in order to recover the stolen artifacts and to prevent a Business Partnership that could double Dr. Claw's influence!
Episode 30: "Beware the deadly treasure! Betrayer versus Ninja?" (2)
As China's leadership reels from a deadly blow and insult, the two master criminals prepare to plunder the treasures of the first emperor of China. With Penny reeling from a betrayal, she, Brain, and the mysterious Ninja must join forces to stop dr. Claw's deadly excavation before millions of people are killed!
Episode 31: "MAD in the Middle East! Claw's Secret Scheme!"
Dr. Claw goes to Saudi Arabia in order to take advantage of two obscure traditions involving a myth about a famed descendant of the royal family's founder! Gadget is sent to investigate the disappearance of a revered sword. With MAD apparently attempting to cause a revolution against the current government while also stealing its oil. But when Gadget encounters a cyborg detective even more advanced than him will he be able to deal with his jealousy and his counterpart's competitive nature?
Episode 32: "Inspector Gadget meets Kamen Diver E3! The ultimate theft in Japan!"
After winning a contest she didn't enter a suspicious Penny and her uncle go on a free trip to Japan. There she meets a young child prodigy named Atsuko, and her eccentric uncle. However, MAD isn't far behind as dr. Claw prepares to join forces with a regional rival in order to plunder Tokyo's valuables! However, things are complicated when Gadget and company are attacked by cybernetic monsters only for their host to become one as well! With the Ninja out for blood, can Penny figure out what's going on here before things get out of hand!
Episode 33: "The ultimate plan, Mad Incorporated revealed!" (1)
After an experiment conducted by doctor Spectrum and his project in Tibet successful, Doctor Claw made a shocking move: He resigns as the head of MAD! With Talon Junior now seemingly in charge and the criminal mastermind having gone legit Gadget's future, purpose, and sanity is in doubt!
Episode 33: "A rivals reunite, Talon Junior versus Penny! The Beloved inspector fired?" (2)
"Professor" Talon (T.J) declares Penny his new nemesis and completely ignores a frustrated Gadget. Talon and Penny spend the next 5 months committing/stopping crimes, bantering, trying to capture or wound each other, and generally making Brain and Gadget frustrated for entirely different reasons. After things reach a boiling point, Penny is grounded for the first time in 2 years. Dr. Claw then take that opportunity to release devastating videos and documentation that causes the current head of Interpol to resign, Gadget to be disillusioned, fired, replaced by a computer, Brain to be captured by the CIA, and Quimby to become the laughingstock of Interpol! With Penny going after Talon with righteous fury and possibly being taken away from her uncle, dr. Claw makes his final move!
Episode 34: "America runs on MAD! What is the Codex?!" (3)
1994 AD... The world's first mega-corporation has arisen, it is Mad Incorporated! They control travel, the weather*, a revolutionary new pain medication, mechanical-prosthetics, and a brand new digital-currency called Clawcoin! But all these advances have come at a cost: America is on the verge of becoming a corporate police-state! America's oligarchs are on the verge of being declared official aristocracy as a reward for investing in CEO Claw's dream! As most medicines, Medical Treatments, and drugs have become too difficult to illegally purchase by everyone save for the elite. The poor are addicted to mining Clawcoins. But Penny hasn't given up hope, she searches for the one thing that might save them all: A mysterious artifact called the Codex!
*They can move around certain storms and weather systems but don't have precise control over them.
Episode 35: "Dr. Claw's victory lap! Gadget works for MAD?!" (4)
After trying and failing at various jobs the depressed former inspector reluctantly goes to work for the only employer willing to hire him: MAD Inc! Dr. Claw is going to have the best day of his ruthless life! Meanwhile, Talon's inexperience comes back to bite him and Brain makes a desperate gamble!

Basically he's more of a businessman and criminal mastermind then a world conqueror. He would rather loot the world then take the time to run it. He puts the logo of his organization on everything they make but it usually requires ultraviolet light or infrared light to see it. He's very into branding things and sticking with his chosen theme. Early on he realizes but someone is helping Gadget what dismisses Penny because be idea of a child somehow being able to not only sneak past his security but also foil his schemes is ridiculous, reckless Gadget's part, and constitutes child endangerment.
Gadget was originally a brilliant and fairly skilled detective in the Metro City Police Department. He had already partially dismantled MAD's Metro City operations before the explosion destroyed his body. He had trouble dealing with some of dr. Claw's more bizarre weapons and schemes but got some needed insight from his sister who was roboticist and 'outlaw' scientist. He starts out able to take care of himself pretty well and might be able to solve the crime if he had enough time to do so. However, his mind sort of slowly devolves overtime in terms of intelligence and awareness. However, the artificial intelligence by controls his gadgets is still aware of what's going on and tries to help and protect him. Part of the problem with his intelligence stems from the disconnect between his instincts and those of the AI controlling his gadgets.
Brain is a Master of Disguise who can change his appearance at will. He is an uplifted dog who was legally owned by Penny's parents, he's technically a slave but Penny's parents treated him more like a babysitter and lab assistant. He bared some resentment towards Penny's parents but tries to get past this in order to keep her happy and safe. The living cells in his feet and legs can rearrange themselves so that he can walk upright when need be but the process requires a lot of energy so he has a high carb diet behind Gadget's back. He was created by MAD along with other uplifted animals like Madcat. Brain has other ties to MAD as well, and has a great deal of guilt involving something he did in the past.
At one point he worked as a rescue dog and as a guard dog as Gadget was recovering from his near-death experience. Through a combination of animatronics, cell-based facial manipulation, nanoscale inkjet printing, and holograms he is able to change his appearance to match any human he wants as long as they're fairly short. He use his ability to play pranks on Penny and Gadget when he's in the right mood. He does pantomime as a hobby of his and prefers human food to dog food when possible. When Brain is alone with Penny is gender presentation tends to change from masculine to feminine every other day or so. He likes wearing pink skirts when he can get away with and enjoys playing dress up while Penny is more practical when it comes to clothing. Gadget treats him like a regular dog most of the time, which Brain has mixed feelings about.
Penny is resourceful, cunning, and kind of ruthless (in the sense of "I will beat you up if you don't tell me where that giant laser is") under the right condition but she's still a little girl. Despite her common sense and intelligence. Her parents were killed when she was nearly 9 and she spent nearly a year being taken care of by Chief Quimby before Gadget recovered and adopted her. After discovering that her parents were killed in an explosion seemingly caused by doctor Claw she swore violent and possibly lethal revenge against him.
Sometimes Penny acts more like a woman in her early twenties then a little girl but this only happens when she's on a mission. She thinks this might be some kind of personality upgrade her parents gave her in case of an emergency. She considers her computer watch and book family heirlooms to be protected at all cost. They are both for tools and her comfort objects. She tries not to rely on her book and watch completely and uses other tools when necessary. Her mother taught her self-defense and she does all right in a fight provided her opponent underestimates her. When confronting multiple enemies she prefers long-range attacks and generally uses stealth in order to get where she needs to go. She generally regards doctor Claw with an aura of fear and awe. She's a bit of a mad scientist herself and doesn't always think about the ethical implications of some of the things she does.
She treats Brain as an older brother instead of a dog which can make things awkward sometimes. Penny is not above playing pranks on her uncle when his ego gets too big but otherwise leaves him alone. She rarely pranks Brain unless they're very bored. Her humor tends to be more sarcastic then Brain's preference for slapstick. Penny has a natural aptitude with fixing things and coding. She can repair her devices easily and tends to be a bit of an inventor, including a rocket powered scooter, a miniature earthquake detector, a repurposed and rebuilt mechanical doll for surveillance and long-range protection, a glove that shoots out tranquilizer darts and gas bombs, Brain's collar, and many of the gadgets in her home, even though she isn't entirely certain how her two comfort objects actually work. While the inspector has killed in the line of duty occasionally he and his family go out of their way not to take lives. Penny's increasingly lethal vendetta against dr. Claw aside.

MAD's theme is heard as an explosion decimates the inside of a building. Doctor Claw's vehicle flies across the screen as his ominous laughter is heard. A desperate and scared Penny is seen moments later as she cries out for her parents and uncle. Gadget is seen on a table with his face and broken body covered in shadow. A group of surgeons is seen going to work on him as a quick montage the various parts of his body are slowly replaced. Thus leaving only his brain, replaceable outer skin, and eyes.
Meanwhile, Penny makes a solemn vow right out Batman's origin to avenge her parent's deaths and end MAD's reign of Terror! A split-screen is shown as Inspector Gadget makes a similar vow, swearing to bring Doctor Claw to justice. Brain looks sadly and guiltily at his two owner‘s in the background before narrowing his eyes in resolve.
A clock spins as time passes quickly. Police sirens blare for a moment before the Inspector Gadget theme song plays as Gadget receives a note from Chief Quimby and goes off on his assignment only to be secretly protected by Brain. Gadget is as clumsy and comical as ever but his gadgets seem to have a mind of their own. All of the more serious moments in the title sequence that follows are balanced out by Gadget's antics, MadCat doing something amusing, or scenes of Penny and Brain having fun, hugging happily, and playing harmless pranks on their caretaker together.
The scene changes, Penny is investigating an old warehouse only to be set upon by four thugs. She manages to knock two out with her bare hands before being grabbed and pinned down by the other three. She is saved by a mysterious ninja-like figure of a similar size.
What seems to be a daydream is shown of Penny using her computer book's laser to bring down Doctor Claw's jet. The ninja is then seen standing over a pile (possibly?) dead MAD agents and does the slicing throat motion at Doctor Claw's Japanese equivalent (Iji-Waruda-san). Penny stares at the sight in horror but soon shakes her fist in rage when she sees the Mad logo behind her.
Penny's theme is played as Penny shoots at drones with her watch's lazer before uses her computer book to commandeer a plane. The scene switches as she rescues a tied up Brain from being crushed by a boulder. Inspector Gadget captures two criminals and accidentally knocks out a 3nd. Brain is seen keeping a small army of criminals busy in the background.
Penny makes a discovery (a stolen canon that can broadcast electricity) and contacts Chief Quimby before being grabbed by doctor Claw. She is saved by Gadget using his tie to pull her out of the villain's grip. Gadget angrily and dismissively waves his finger at her. She is obviously frustrated with him but puts on an accepting front. Dr. Claw tosses a bomb at Gadget who throws it at the cannon with the explosion, damaging it. Brain protects Penny and Gadget as they wade through an army of mad agents. Penny eventually uses her book to point the cannon at the agents, who all surrender immediately. Brain tackles and subdues a laser gun-wielding Madcat. Gadget, Brain, and Penny corner Doctor Claw at his desk only for the villain to laugh at them before his chair drops out of sight as his pet jumps in after him.
The scene switches to the outside of the building. As Quimby and the police arrest a large group of Agents in the foreground outside, the Madmobile flies away. Madcat's signature yowl is heard as the criminal mastermind says his catchphrase. Only for Gadget to fly after him with Penny and Brain along for the ride. The ninja looks on from the shadows in the distance. Sometime later Penny comes back on foot and waves at the Ninja, they reluctantly wave back.
Gadget falls (upside down) only looks mildly annoyed, like this happens all the time.
The show's title appears before the scene fades to black.
Episode 1: "The Inspector's Secret Origin Revealed!"
A brilliant but ordinary police officer* survives destruction and becomes America's first bionic police officer. During his recovery, he ends up as a single father and the owner of a very strange dog. But things really start to kick-off when he becomes a part of a secret police organization only rumored to exist!

Episode 2: "MAD Strikes Back! The Legacy of Dr. Sophie D. Gidget-Brownington!"
As Penny and Brain get used to their new situation the newly rechristened inspector gets his first “trial’ assignment*: Stop Doctor Claw from stealing both an experimental robot and the mysterious watch that controls it! But Brain thinks something is wrong, after all, he's seen that watch before!
*Clarence "Chief" Quimby is an Interpol agent and the police commissioner of Metro City. He was chief of Gadget's precinct during the 80s, long before Gadget became a cyborg.
Episode 3 : “The broken Penny! The great explosion dilemma!”
After her uncle's disastrous but successful first assignment Penny wants to keep him safe and not lose another family member. But shortly after receiving a package from her late mother, Penny must contend with a series of thefts and bombings committed by drones. Her uncle deals with a bomb threat and ransom demand. Can Penny solve the crime while dealing with protecting her uncle at the same time?!
Episode 4: “The museum where evil larks!”
A local wax museum is temporarily housing a set of priceless wax candles and seals used by da Vinci, Jules Verne, and Adia Lovelace. MAD is contracted by a private collector and her gang of hired thugs to help them steal the artifacts. The inspector goes on a visit to privately investigate the initial thefts. Can he stop their crimes despite his mental decline?
Episode 5: “An old evil! Fortress of treachery and greed!"
Gadget’s next assignment is at Fort Bricks (formerly Fort Braggart) reveals a silly scheme used to hide a far more dangerous plan! One steeped in disturbing National history and filled with present danger!
Episode 6: "Operation Mini-Madness!"
During a bizarre crime spree, Penny begins to suspect that her own dog is involved in the crimes. But as child and pet are at odds with each other, a greater danger lurks. A famed saboteur known as the Gremlin has been hired to expand MAD's clientele, sabotage an experimental police vehicle, and to disassemble a snooping Gadget piece by piece!
Episode 7: "Dr. Claw's counterfeiting chaos! Bonds and lost notes revealed!"
Dr. Claw's latest scheme involves claiming World War II bonds, reuniting a German counterfeiting gang, and digging up a concentration camp! As Gadget looks for the missing bonds in Metro City, Penny and Brain discover just how much International intrigue the reluctant duo are going to be involved with!
Episode 8: “The Living car of doom!”
Gadget has been issued his official police vehicle and Interpol’s answer to the MADmobile: The Gadget-Mobile! Things take a strange and dangerous turn when the car seems to develop a murderus mind of its own after a successful shakedown drive. Worst still the car goes on a crime spree with Penny along for the ride! Is the car under MAD’s Control or is something else going on?
Episode 9: "The return of the Gremlin!"
The infamous Gremlin returns with his new allies, the Linguini's, as they prepare to infiltrate Area 51 and steal a new spy plane! Meanwhile, a MAD agent called the Clockmaker attempts to steal Penny's watch in order to upgrade his clockpunk inventions in the hope of upstaging his rival, Professor Gizmo of Interpol.
Episode 10: "A great car battle! MAD on the racetrack!"
Dr. Claw secretly enters a race and distracts Gadget with a fake alien invasion! An invasion overseen by dr. Claw! One the inspector believes in due to being an abductee who was supposedly taken to Venus by aliens. Not helped by the fact the Invaders are using advanced weaponry that Brain has to protect his master from. Meanwhile, Penny is approached by a female driver named Heather Robinson to be part of her pit crew. In the process Penny finds herself fighting and later racing against doctor Claw*! How can the King of Terror be in two places at once and will Penny or Gadget survive the experience?
Episode 11: "Penny trapped in Mad Mountain! Siege of Green Street Manor!"
In the aftermath of a failed plan to hijack a train, D.A.T*-Penny investigates an isolated castle that may be M.A.D headquarters! However, she ends up being captured and faces the threat of being interrogated and tortured by dr. Claw himself! Meanwhile, the plans for a new kinetic energy-based weapon have been stolen. Doctor Claw plans to use it against Interpol. But thanks to some quick thinking he may have made a fatal error: He's led Gadget to the mansion from which he runs his Metro City operations!

Episode 12: "It's a Madhouse! Penny versus Dr. Claw!"
Dr. Claw uses the PIP-1 chip he stole from Penny's watch to take control of a new skyscraper that runs itself. A confused and ignorant Gadget is sent in there to stop him while Brain tries to protect him with a salvaged drone. Meanwhile, in the background, Penny and the man she hates struggle for control over the skyscraper!
Episode 13: "Mad's latest product: Death!"
Gadget gets a firsthand look at MAD’s ruthless corporate nature as one of its shell companies begins producing living dolls! While a cleverly disguised Brain openly joined forces with an increasingly suspicious Gadget, Penny works to become a junior agent of Interpol.
Episode 14: “Danger in Sardinia! What is MADIA?”
While her uncle investigates a bizarre scheme involving the dismantling of the Eiffel Tower Penny goes on her first solo assignment. The large island of Sardinia has recently become home to a wave of robberies and extortion schemes. The D.A.T and her handler Heather discover the still dangerous remnants of an organization with a surprising connection to MAD!
Episode 15: "Infiltration and secrets! The castle that killed!"
Dr. Claw plans to use a mysterious Master of Disguise called the Chameleon to infiltrate a Police Convention! In the meantime, he hopes to distract Gadget with a booby-trapped haunted Castle staffed by movie monsters. But while the atmosphere isn't doing much for Brain's nerves he is more concerned about a secret he's hiding. One that links Penny's new partner to the organization she has sworn to destroy!
Episode 16: "City of Gold Conspiracy! Gadget's time to shine!"
Gadget and Penny (now as a Junior Detective-Agent of I-LANCE* after two dozen missions) are sent to Mexico to investigate the theft and desecration of an archaeological treasure! But during the initial stages of the investigation, Penny is captured by a secret city of Aztec pagans. Gadget continues his investigation but it soon becomes clear that the story is more complicated than simple greed. Brain must make a difficult decision: Should he rescue Penny from unknown danger or stay behind and somehow protect the increasingly egotistical and forgetful inspector?

Episode 17: "Beware Pirates, and protect the boat! Oligarchs missing!"
A real-life group of pirates is pillaging the high seas! The inspector is sent to guard a luxury yacht that maybe their next target. But MAD is already on board and Penny comes face-to-face with Doctor Claw!
Episode 18: "Danger in the Bermuda Triangle! Trapped in a secret base!"
Oil tankers have been vanishing in the Bermuda Triangle, the MAD Agency is believed to be responsible. Penny infiltrates Doctor Claw's secret base as her uncle tags along. Claw is determined to capture the confused or delusional inspector who thinks he's on Venus!
Episode 19: "Satellite in danger! Assault on Cracked-Skull Island!"
Agent Heather, Brain, Gadget, and Penny split into two teams to deal with two very different threats! Heather and Gadget go to yet another underwater base to stop doctor Claw from trying to destroy a mysterious government satellite for the third time! Meanwhile, Penny and Brain go on a far more important assignment; Rescue a group of powerful American oligarchs from a modern-day pirate!
Episode 20: "A new enemy? The Bet of Doom!” A wave of assassinations caused by deadly and deffective products sends shockwaves across international leadership and consumer advocate groups! The primary suspect is the Gremlin but he claims to have no knowledge of what is going on. Who* is behind for the scheme and why?

Episode 21: “Sound as a weapon! Brain the hero!"
Gadget infiltrates a mad engineer convention after one of its exhibits is stolen. Meanwhile, Penny looks for the stolen vibration-based weapon. But when both are captured it's up to Brain to find a way to stop dr. Claw's latest scheme.
Inspector Gadget OAV: "The inspector's new challenge: Beware Doctor Thaw!
Dr. Claw wannabe George "Dr. Thaw" Irvington and his kid sidekick "Billy" use a heat ray in order to hold the polar ice caps for ransom. They hope to make some money to attract dr. Claw's attention. They do, but not in the way they had hoped! Meanwhile, Penny and her Russian counterpart Presa investigate the crime. Time: 1 hour, 16 minutes.
Episode 22: “Movie MADness! The Inspector murdered on Film!"
When movie star Fang the Wonder Dog is dognapped and held for ransom his famous owner* reluctantly turns to Interpol for help*. Gadget interviews Fang's jealous co-star Lana Lenore, Brain looks around the set for clues as Fang's stunt double and Penny investigate a related and possibly more important mystery: Who is committing treason and murder at a nearby military base?

Episode 23: " Penny's hunter! Beware Colin Talon jr.!"
After Mr. Talon takes over his father's crime syndicate, his son, simply known as Talon, auditions for Doctor Claw's assistant, troubleshooter, and part-time cat-sitter. Talon attempts to prove his worth to dr. Claw by finding and interrogating the person who's been consistently sabotaging his criminal schemes. In the process Penny discovers doctor Claw's most closely guarded secret!
Episode 24:"The roving crime base of death! The turning point in our private war!"
Gadget and Brain investigate a circus being used as a mobile crime base. But it soon becomes apparent that dr. Claw is actually looking for a dangerous artifact left behind by one of his two mentors.
Episode 25: “Terror in the Balkans! The Tribe of immortality!"
A tribe only vaguely aware of the outside world lies in the Balkans. When a dead MAD agent is found by anthropologists studying the tribe, Inspector Gadget goes to investigate. What he and Penny find there is both fascinating and potentially dangerous. And Dr. Claw will do anything to get that secret!
Episode 26: Penny’s secret power(s)! Hunt for the Claw!”
Two weeks have passed since the debacle in the Balkans and Penny's enhanced strength and durability hasn't gone away. However, Penny and Dr. Claw's recent protege go on the hunt for Doctor Claw's missing "Control-Claw"! Meanwhile, with Gadget busy on a wild goose chase Doctor Claw prepares to implement the second phase of his master plan!
Episode 27: “The Curse of the Pyramid! Is magic real?”
A controversial pyramid, made by a very paranoid female pharaoh and filled with rare and valuable artifacts, is discovered. Dr. Claw intends to plunder the artifacts and use the traps to make an ancient curse real. Penny and the others go to stop him but she soon realizes that something else is working against both parties. Is the curse real?
Episode 27: “Global terror! World Leaders in danger!”
With Gadget busy on another case and Brain injured, it's up to Penny to save the members of the UN from a terrorist plot! Can a young girl with identity issues stop Mad's biggest scheme yet!
Episode 28: "Comrade Ironanik? The Amber Room of Doom!"
Gadget is sent to Serbia to join forces with his Russian counterpart* and his handler after a "Mr. Talon" steals the recently recovered Amber Room.

Episode 28: "Revenge of a clockmaker! Penney's counterpart revealed?"
Penny and Gadget are sent to Switzerland in order to deal with two different smuggling operations and an old enemy. Penny gets unexpected, and in some ways unwanted, help from a mysterious super-powered Ninja.
"Episode 29: A Chinese Doctor Claw?! The Jade Dragon Roars!" (1)
Dr. Claw steals three valuable Chinese artifacts and goes to meet the infamous Chinese billionaire Zinlong "Mr. Chow" Banan. Gadget is sent to Hong Kong in order to recover the stolen artifacts and to prevent a Business Partnership that could double Dr. Claw's influence!
Episode 30: "Beware the deadly treasure! Betrayer versus Ninja?" (2)
As China's leadership reels from a deadly blow and insult, the two master criminals prepare to plunder the treasures of the first emperor of China. With Penny reeling from a betrayal, she, Brain, and the mysterious Ninja must join forces to stop dr. Claw's deadly excavation before millions of people are killed!
Episode 31: "MAD in the Middle East! Claw's Secret Scheme!"
Dr. Claw goes to Saudi Arabia in order to take advantage of two obscure traditions involving a myth about a famed descendant of the royal family's founder! Gadget is sent to investigate the disappearance of a revered sword. With MAD apparently attempting to cause a revolution against the current government while also stealing its oil. But when Gadget encounters a cyborg detective even more advanced than him will he be able to deal with his jealousy and his counterpart's competitive nature?
Episode 32: "Inspector Gadget meets Kamen Diver E3! The ultimate theft in Japan!"
After winning a contest she didn't enter a suspicious Penny and her uncle go on a free trip to Japan. There she meets a young child prodigy named Atsuko, and her eccentric uncle. However, MAD isn't far behind as dr. Claw prepares to join forces with a regional rival in order to plunder Tokyo's valuables! However, things are complicated when Gadget and company are attacked by cybernetic monsters only for their host to become one as well! With the Ninja out for blood, can Penny figure out what's going on here before things get out of hand!
Episode 33: "The ultimate plan, Mad Incorporated revealed!" (1)
After an experiment conducted by doctor Spectrum and his project in Tibet successful, Doctor Claw made a shocking move: He resigns as the head of MAD! With Talon Junior now seemingly in charge and the criminal mastermind having gone legit Gadget's future, purpose, and sanity is in doubt!
Episode 33: "A rivals reunite, Talon Junior versus Penny! The Beloved inspector fired?" (2)
"Professor" Talon (T.J) declares Penny his new nemesis and completely ignores a frustrated Gadget. Talon and Penny spend the next 5 months committing/stopping crimes, bantering, trying to capture or wound each other, and generally making Brain and Gadget frustrated for entirely different reasons. After things reach a boiling point, Penny is grounded for the first time in 2 years. Dr. Claw then take that opportunity to release devastating videos and documentation that causes the current head of Interpol to resign, Gadget to be disillusioned, fired, replaced by a computer, Brain to be captured by the CIA, and Quimby to become the laughingstock of Interpol! With Penny going after Talon with righteous fury and possibly being taken away from her uncle, dr. Claw makes his final move!
Episode 34: "America runs on MAD! What is the Codex?!" (3)
1994 AD... The world's first mega-corporation has arisen, it is Mad Incorporated! They control travel, the weather*, a revolutionary new pain medication, mechanical-prosthetics, and a brand new digital-currency called Clawcoin! But all these advances have come at a cost: America is on the verge of becoming a corporate police-state! America's oligarchs are on the verge of being declared official aristocracy as a reward for investing in CEO Claw's dream! As most medicines, Medical Treatments, and drugs have become too difficult to illegally purchase by everyone save for the elite. The poor are addicted to mining Clawcoins. But Penny hasn't given up hope, she searches for the one thing that might save them all: A mysterious artifact called the Codex!
*They can move around certain storms and weather systems but don't have precise control over them.
Episode 35: "Dr. Claw's victory lap! Gadget works for MAD?!" (4)
After trying and failing at various jobs the depressed former inspector reluctantly goes to work for the only employer willing to hire him: MAD Inc! Dr. Claw is going to have the best day of his ruthless life! Meanwhile, Talon's inexperience comes back to bite him and Brain makes a desperate gamble!
