According to episode “Gadget's Clean Sweep”, his great great grandparents were English living in London, so I would guess that gadget is at least of English descent.

It makes kind of sense since the way Gadget speaks doesn't feel like pure american, feels like a more mixed of american and english speech, at least to me.

i always thought the explosion made a lot on sense on how he got messed up, but something that still doesn't sit right with me with that theory only because he wasn't a security guard or a rookie... he was a police Inspector before the accident, so it says in the trading card.... but again, i think a lot of fans have their own theory about his origins, including that ties in with the Disney movie.
just to think about it, I often wondered where the stairs theory came from. I have the original trading cards from 1991 that explains Gadget's origins briefly and it mentioned the banana peel, but not the stairs. maybe the theory was written later on something else? who knows... all i can think about is that it must've been quite a very long fall to really mess someone up. i work in a 7 story building and sometimes that does come my mind when i take the stairs to my floor.
btw, here's the trading card. however, there was another written theory about Gadget getting into an ice skating accident where they had to replace all of his broken bones into gadgets... of course, they added the banana peel into the theory. lol! this was written in one of the french books by Georges Chaulet sometime in the mid 80's, but i'm not sure what the book was named. but one of my Tumblr followers did tag me with the english translation he personally translated. "An Interview with Inspector Gadget" i still think this one was pretty close... but again, i think everybody has their own theory.
