I recently watched a review of "Gadget's Last Case," and while the way the movie ran didn't appeal to me, an interesting idea came to mind.
What if Claw went about his plan in a different way. Cut out the talking Gadgetmobile plot and transformation serum entirely. All Claw needs to do to make Gadget seem and feel worthless is reveal Penny's role, not only to Gadget, but to the world.
This would strike Gadget emotionally by revealing that his "successes" are not his, encumbers the organization by revealing their best real agent is a teenager, and hinders Penny by sheer amount of press, as well as her trying to comfort her uncle.
Then of course Claw tries to take Penny out completely, which triggers Gadget to become the hero everyone thought he was.
Just a thought that hit me. What do you think?

I think that would be very interesting to read.
