The next scene shows the aftermath of be explosion, rescue workers, and firefighters move among the rubble in the hopes of finding survivors.
Buried deep underneath a collapsed wall is a small, mysterious, and charred skeleton largely hidden by darkness. A flashback shows a mysterious van leaving the scene moments before the police get there, and in all-points bulletin is issued for it. They find two bodies one of them is certainly dead, the others should be dead, but isn’t. The body of penny’s mother isn't found but the police officers think that it was put into the van and transported from the scene for reasons unknown. The firefighters discover the blast door and activate the intercom. They hear crying inside, but have to use a plasma torch to open the door. Once they do so they find a little girl lying on the floor curled up in a ball. Her eyes are red from crying, possibly for an hour. She’s understandably in shock and taken to the hospital, partially due to a mild concussion when she fell over due to the force of the explosion.
Agent Heather arrives on the scene looking shocked and confused. Because one of their own might be dead the local police Capt., an African-American man named Bruce Sanders arrives mere seconds later. They briefly discussed the situation and are confused by what happened. After all, there were five veteran police officers and a former CSI technician on site and all of them were somehow slain, and not necessarily by be explosion either.
The rescue workers find Maxwell’s body and although the full extent of his injuries isn’t shown the shadow on the wall indicates that his limbs and possibly his face are gone. Their convinced that he’s dead, however when they take him to the morgue they find that his heart is still beating and the top of his skull is still intact. The surgeons and the doctors are baffled by what could possibly be keeping him alive. A biologist takes a skin sample and after examining it under a microscope. She makes a shocking discovery: There are thousands, possibly millions of microscopic robots inside his body. Furthermore, an epidermis or sheet of cells is covering the major wounds. After several days pass a special formation of cells called an apical epithelial cap appear underneath the wounds. Over the next few weeks a blastema (a mass of special cells that aid in regeneration of limbs in certain animals) appears. However, the process stops and Maxwell’s condition starts to slowly deteriorate as the microscopic robots are coming into conflict with the blastema, and the limbs aren’t forming.
As a result of this the same researchers mentioned earlier, all called together by the police chief and a somewhat nervous looking represented from Interpol. Dr. Brenda asks why they’ve been called there and the female Interpol representative explains that they have an opportunity to both save this man’s life and revive the Gadget Program. The police chief and Dr. Brenda look confused. Meanwhile, Penny is awake and wonders where her dog is. The officer carries in Brain apparently unharmed and a flashback shows that he was found in the rubble somehow unharmed. The officer and agent Heather proceed to interview Penny about what happened. Penny states that she heard the voice of the person who killed her parents and mentions that he swore in Japanese once or twice and spoke with slight Japanese accent.
Meanwhile, the same mysterious executive shown before is reviewing footage from the Ninja’s body cam and from the aftermath of be explosion. Like the police, the executive is trying to figure out what happened. The executive turned the chair around and more details about his form is revealed. For one thing, he’s stroking a white cat and his hands are visible. One of these hands is a three digit claw (more advanced than those seen in arcade machines), and his left hand is similarly robotic but skeletal in form.
The scene changes back to the Interpol representative receiving clearance from her superiors to tell Dr. Bradford and the police chief about the mysterious “Gadget” program. As it turns out they’ve heard about the project’s greatest achievement, but not about the project itself.
During the early to mid 80s a project was jointly conducted by Interpol, the combined forces of the European Union’s United Armies, Bell Labs, and the Joint Global Task Forces of the Allied Americas. At the center of the project were seven of the finest scientists the world had ever known. The project in question was to develop a android capable of supplementing existing police officers and military personnel. The robot would be able to understand context, narrative, and would be taught Western values, but not Western stereotypes.
The researchers working on the project were: Doctor Dorothy “Dotty” Max-Well (electronics expert and nanotechnology researcher) Doc. Billy Anderson Max-Well (computer researcher and noted theorist on biological computers), Prof. Heather Milton St. (artificial intelligence expert and software engineering), Prof. Baxter Von Slickstein(brilliant surgeon who designed the world’s first artificial skeleton and a well-known biochemist), Doc. Myrona “Dabble” Morgan(electronic device inventor and creator of pioneering artificial organs and muscle designs), and Prof. Artemus Bradford (renowned lecturer on robotics, prosthetic limbs, and fusion power). The scientists were overseen by Jean Heyward Bianchi, Jean also taught the robot. The prototype robot named the Gadget Boy saw Jean as his parent.
Three other robots, one for police use called G1 or Gadget Gal as she was dubbed by the press, one made for the Army that had developed technical problems, a malicious personality, and lacked empathy and was thus turned off, and a robot developed for civilian use. This was done during the team’s spare time as the result of a private consultation, whoever commissioned the robot. They apparently got the most advanced model. Gadget Gal was sent off across the world alongside a human partner against dangerous criminals working for Baron Boltstein. Gadget Boy was also dispatched against Spydra (who specialize in industrial espionage, selling stolen secrets, and for profit eliminations, such as Black widow frauds).
Gadget Boy was decommissioned and dismantled after his final battle against the villainess ended with her suffering severe head injuries and losing all four of her arms (two of which were mechanical). G1 treated Gadget Boy like a little brother and after she brought her old enemy to justice in 1986, she learned that Gadget Boy had been decommissioned. As a result of this she shut herself down, figuratively (fell into a deep depression) and literally (turned herself off, possibly committing suicide in the process, due to no one being able to turn her back on). Since only the civilian prototype was successful. The project was ended and though one or two kinds of humanoid robots do exist they’re not nearly as advanced or as widespread as once predicted.
The police chief and agent Heather are shocked at the revelation, both state that they were aware of and admired Gadget Boy and Gadget Gal. Heather stated that she always wondered what happened to both of them and was shocked to hear the truth. The Interpol agent then says the group can use the combined knowledge of robotics, prosthetic limbs, and artificial intelligence to save officer Maxwell’s life and in the process create the world’s most advanced cybernetic law officer.
30 minutes have passed since the last update on Maxwell’s condition and the scientists agreed to begin working on the project. They state that they will mostly have to use their existing techniques. They also request request the use of specialized, nano-scale, 3-D printers in order to easily manufactured the parts necessary to create mechanical parts this complex and intricate.
Holly is declared dead due to head injuries and facial burns sustained during the attempt to open protective metal door. She put into the witness protection program for her own protection, a piece of torn and charred blue fabric suggests that Officer Maxwell was able to tear his assailant’s concealing headpiece and is also put into the witness protection program. Only Dr. Brenda, the police chief, certain members of Interpol, and a few others know the truth. She is given a new name: Penelope “Penny” Summers. To keep herself from being recognized she dyes her hair black, with a permanent, organic, and harmless hair dye. Three months pass and the funeral of Penny’s parents is delayed due to legal complications and Maxwell’s surgery. Penny, Brain and Dr. Brenda are currently staying with aunt Dana “Pepper” Duncan Dorchester and her husband Dagmardai Ronald “D.D” Dorchester at their house. Diana is a defense attorney and her husband is a standup comedian, Diana isn’t as close to Gadget as she once was but she is more than happy to look after Penny now that her kids are in college.
The world’s greatest experts on cybernetics and artificial intelligence work to create novel and the delicate new mechanical parts. Fortunately, an organization that gives information and sometimes directly works with Interpol sends a complex of simulation, powerful computers they have. Heather asked about the organization, but beginner pull representative reveals that only the head of Interpol and one or two of its key officials knows be organization’s name and true purpose. What is known as that the organization is a powerful force for law and order and possesses very advanced technology on par with the greatest criminal organization of the age.
Heather appears to know what said criminal organization is and shuddered slightly, seemingly realizing the significance of what they might be up against. Three more months pass, and on the day before Penny’s new legal birthday. She hears good news: her father is out of surgery and his condition is stable. He is poured into the witness protection program and declared dead, his new hair is black to match Penny’s.
However, the group wants permission from Diana as next of kin and the family’s default solicitor to give permission for further surgeries that will enhance his abilities as a human being and as a police officer. After looking over the legal agreement she’s signing very carefully and remarking that their father was a proto trans-humanist she agrees. She briefly explains to Penny, what trans-humanist is and states, but her brother believed that cybernetics, wearable technology, nanotechnology, and genetic engineering could be used to improve the human condition.
Three more months follow, and Prof. Gizmo and advanced robotic surgeons work in shifts in order to implant gadgets designed by Prof. Baxter Von Slickstein and built by Dabble Industries. Dabble industries is facing a possible buyout by Sanford Industries, a robotics and weapons manufacturing company whose CEO is currently being investigated for even legal business dealings.
Finally, Maxwell wakes up and is triply horrified, first by his new face, his robotic arms, and then by the fact that there’s a flashlight in his left finger and what appears to be a laser weapon in his left pointer finger. He screams, “What did they do to me?!!” He’s interviewed by police officers and the Interpol representative and states that he saw the face of his attacker. Hours pass and the initial shock wears off, and two nights later, he leaves the hospital. When he gets to the Dorchester home he meets with penny, but they aren’t certain what to say to each other so they simply hug each other in silence for an hour.
A week later, the funeral for Penny’s parents is held but because the two of them are supposed to be dead. They can’t speak before the crowd during the funeral. During the funeral. Penny is sad and can barely contain her anger. Due to bear recent trauma and being in the witness protection program. The chief is forced to fire Detective-Cpl. Maxwell/Summers. Summers says, but he isn’t surprised by this, but that he doesn’t know what he’s going to do now. Outside of wanting to be a cowboy and astronaut in his youth he’s always wanted to follow in his mother’s footsteps and be a police officer.
The chief suggests that he picked out a new name for himself and states that the Witness Protection Program wants the former police officer and his ward to go to Metro City. He also mentions that Summers should look up a man named Bernard Quimby cool might have some work for him. Civilian Summers recognizes the name, and a brief flashback shows a young Summers with his mother, she is talking to her patrol partner. He is a young man with a large nose and budding mustache who seems to be trying to give up pipe smoking. The flashback ends and Summers asks if this is the same Quimby, who was his mother’s partner. The chief says yes.
The scene changes to Summers and Penny trying to come up with a new name for him. He wants to name himself Clouseau as an inside joke, but his knee. His niece says that the name is probably trademarked and might make other people think he’s stupider than he really is. She suggest she calls himself, Colombo and pretend to be oblivious. Summers thinks that the name is probably also trademarked and is a bit too on the nose for him. However, he likes the idea of appearing stupider, but he really is, however, he is already showing signs of brain damage. This includes lapses in awareness, somewhat increased clumsiness, and reoccurring but largely superficial problems with memory recall.
They speak with Brenda and she says that she’s going back to Metro City, so she will drive them back there if need be. Instead, the three of them go to Metro City on a private plane used mostly by Interpol officials and section chiefs. When they go to Metro City International Airport they get in to Brenda’s car and drive the rest of the way to Metro City.
