I know Penny looks like she is elementary school age, however I feel she doesn't always act her age.

It feels to me that she acts like a teenager, or at least a mature teenager. She's brilliant, but still has kid things she likes (playing pretend, flying kites, etc.).
Of course, there are teens that behave less maturely than she does, but that's them acting like preschoolers.
