Just to tell you the truth, I thought about this theory WAY before I discovered the the Dr. Claw action figure which it doesn't match his voice and character at all.
Anyhow, from the sound of Dr. Claw's deep and frighting voice and also that intense rage against Gadget and his family, would you think that Gadget had a lot to do with the way Dr. Claw looks physically? He might've got seriously injured too where his whole body including his hands got so badly disfigured that he has metal gloves to hide them. however, it seems like his face was so badly disfigured that some of Mad agents and including Penny (in one episode in the 1st season) jump, get startled or gasp every time they see his face in person or on the monitor screen.
So, What do you guys think? We will never truly know what Dr. Claw looks like, but it seems like there was a reason why he hides in the shadows. maybe Gadget almost caught him and it all went unexpected where they both got seriously injured.

It's never stated if that was the reason or not that I know of.
He had to of had some reason to hate him. Maybe Gadget was involved disfiguring claw. You never know. I could imagine a situation like the one your thinking of.

It's never stated if that was the reason or not that I know of. He had to of had some reason to hate him. Maybe Gadget was involved disfiguring claw. You never know. I could imagine a situation like the one your thinking of. You are right that it was never stated in the oringnal series... Just to think about it, it might be big possibility that both Gadget and Dr. Claw had quite a history even though it was never told in the series. I do remember one episode called "Basic Training," where Gadget was in the same room with Dr. Claw and his chair was facing the opposite direction. meanwhile, Gadget heard his voice and he mentioned to himself that voice sounded familiar. So I wonder if Gadget actually met Dr. Claw face to face before Gadget's accident.

As you have read my theory I do reference Claw's injuries being a result of Gadget's medaling. I put Claw in breathing mask and deep scars in that portion of the timeline and he only recovered from his injuries after last case with the help of the transformation potion that MAD invented.
