Ok, I want to discuss about the elephant in the room because I'm reading about it a lot on Facebook in the nostalgia groups from people who don't know much about the original series. This theory has been going around for a long time, but it's made it's way made to the creepypasta videos on YouTube and other fan theory websites.

Dr. Claw is the real, original Inspector Gadget seeking to take down the company that replaced him with an identical robot after he suffered a crippeling accident.
Summary
Inspector Gadget is a cyborg detective with a seemingly endless supply of gadgets. Inspector Gadget hasn't always been a cyborg, he had to be human at one point, right? It would be ridiculous if the guy who became a cyborg actually has the last name, Gadget? So if this person did have a name before becoming a cyborg, it likely wasn't "Gadget". Whoever he was, he was a regular human who likely worked for the cops.
This theory states that something happened to him. Some terrible accident. Some explosion or collapse that left him completely destroyed. Once the cops found this, the chief decided to do something never before attempted. They used the newest and most secret technology to recreate this man with super human powers. They programmed this robot version of the inspector to look and sound just like him, even to think like him. He was programmed with the very best AI and all.
He continued working for the company, even watched over his niece and dog, just like the real human version did. The only problem with all of this was that he didn't die in the accident. No, the real human version survived, only he was changed. The accident deformed him, warped his brain, and made him see things differently. Once he discovered that they had replaced him with a robot doppelganger, he swore to destroy it no matter what it took. They had taken his life away and replaced it with a robot that they now call Inspector Gadget. The human version decided to use everything he had and knew to fight against this robot version, and to do evil to the company that had ruined his life. He also changed his name. Now he is known as Dr. Claw. You never see his face because it is the face of Inspector Gadget, only deformed from the accident.

However, if you really watched the original series, you can really tell its been debunked only because of these reasons...
Reason 1: Gadget thinks Dr. Claw's voice sounds familiar.
there were a couple of episodes where Gadget hears Dr. Claw from the loud speaker and he also was in the same room with Dr. Claw while he was facing the other way. I would think they might've meet before the accident, however if Gadget was a robot, it might be a little different.
Reason 2: Penny was almost killed twice.
In the theory it was mentioned that Penny was never harmed because Dr. Claw was her real uncle... well, in both episodes "All that Glitters" and the "Coo Coo clock Caper" she was almost killed by Dr. Claw's henchman by almost tossing her off the cliff and almost crushed her to death by a trap with a large mallet... I do want to mention that there where a few times that Dr. Claw will tell his henchman to "get rid of her" and to "dispose of her"... so you can tell he is not saving her, he was trying to get rid of her too.
Reason 3: Penny has no relation to Dr. Claw.
In the episode "Health Spa", Penny was spying near a Doorway at a end of a hallway, Dr. Claw had one of his cameras set up and was spying on her and mentioned that she was Gadget's niece to Madcat, not "his" niece.
Reason 4: Gadget is a cyborg, not a robot.
I'm sure this is the obvious reason, but I would like to make myself clear that there is a huge difference between a cyborg and a robot. Gadget can eat, sleep, feel pain and bleed just like a human, but also mention that he has feelings and doesn't take orders very well just like a human including endless mistakes. lol! but it also comes to show that he was once human too because you can see it in every episode.
and also to mention that Penny wasn't involved in "rebuilding" Gadget but it was Professor Von Slicksfein and Professor Gizmo who were involved into transforming Gadget into a cyborg.
Reason 5: Mad has been around for 8 years.
According to the 2rd season in the episode "Crashcourse in Crime" Dr. Claw celebrates the 8th year anniversary of M.A.D. however, in the theory Dr. Claw was once a "police inspector" and was Penny's uncle and after his accident, Penny thought he was dead and built a duplicate robot of her beloved uncle. well, in the original series, Penny was 10 years old and for theory to match up with this fact of the episode, she would've been 2 years old when it all happened... think about it.
I'm sure there might be more facts that I missed about this fan theory, but if you go back to the episodes, you can really tell that all of it has been debunked...
