It looks like a good outline to build fan fiction from, acting as a base file for reference. Have you published any stories using it as a basis?
A few things in it grabbed my attention in details to in a different AU-sense they felt recognizable. Beyond of course the inspiration from canon series & movies. Did you also get inspiration from other fan fiction AUs?

Some details are just headcanons I adapted to this AU (like Gadget being face-blind, and him being blase about his own safety), while others, I borrowed from fanfiction and other franchises. I think I stole AU Capeman's name off somewhere but I can't remember. It's been years since I tinkered with this AU.

I knew I was right about the name Alan. Thank for very much sir, you can credit if you'd like and I hope you do. Although Copter asked me permission ages back to use the name on Capeman and I granted it. Either you read his work of Reinitiated using the name Alan Connelly. Or any number of stories in my AU using Alan Engenis.

I know where the idea comes from but why not? Use what you feel works best for your AU. The whole Inspector Gadget fandom is goofy for it's canon content. I say that gives fan fiction authors a license to have fun with the names.
I went back into looking at your doc to see where the name comes up since I don't remember seeing it before. You're in the middle of writing a story right, where Heather ( maybe Holmes ) comes up?

Nope. There is a list of the characters that I might use or have cameo, and Agent Heather is one of them. I might change her role from ex-partner to the secret agent family friend. EDIT: When making a story or AU I try to start with characters first then a timeline.

What you wrote on edit, I think that's what a lot of people do, myself included. This sounds between your published doc and first comment in the last reply. Like this is going to be a big story. Is novel length the plan?

Yes. It would vary from story to story.
I have to finish the entire timeline first though.
This feels ambitious as heck and I hope I don't burn out or something.
