Here's a question: What do you think is the most underrated Disney cartoon movie? Personally, I think it's either Hercules or Oliver & Company. Sure, they weren't tremendous movies, but I think they were pretty good in and of themselves.
Not to mention: Billy Joel as a prominent voice actor = instant win. 'Nuff said.
(If you add live action to the mix, than the first Inspector Gadget movie could go here, too. I don't think it deserves all the hate it gets.)

When it comes to not a big hit but still a great movie then I would go to the Great Mouse Detective. That movie is so good but unfortunately got a little forgettable.

Since I'm Portuguese I still haven't watched yet the original dub of the movie Although I saw some scenes with the original dub and I do agree, Vincent Price was very good! And it's funny 'cause this movie movie should have work as a Gadget movie as well. I mean the scenes with Bazil and Ratingan, imagine them with Gadget and Claw instead.

Don't forget about the part with miss kitty mouse that parents of today would no doubt complain about.

Meet the Robinsons is pretty underrated. It's barely ever talked about, such a great movie. 2007, I believe, is when it came out.

Would ratatouile be considered underrated ? I think so. My guess is because it isn't very marketable to Disney / Pixar because of the high rat content. Sure they aren't bad vermin, but you get my point? Rat plushies & rat branded bandaids anyone? I think it's a really nice film.
