This is being posted for a couple reasons. A comment recently given by Copter, and a wedge in comment I couldn't put into a discussion in the comic.
A while back ..Ok, I've been doing a lot for world building for this AU. One of the things I've been doing aside from building on the characters is building on who they're connected with. HAPPY, MAD, and RAGE have had thought put into them. MAD has been explored some in open text, the rest are notes I'm not sure if they'll ever make it to public story telling. RAGE very very likely is going to openly be explained down the line. In regards to HAPPY, I'm not sure how much I can wedge in for readers to have it slide into characters talking. Back at the start of the current story section I meant to have Bruce comment to either Finch or Spectrum "we're in a hub city for HAPPY." Meaning it's easier to encounter HAPPY agents in Metro City than other places. When really thinking about this comment it seemed better fitting for him to say that to Finch, but again I say I couldn't easily fit it in.
Hub Cities are cities HAPPY will have multiple facilities stationed above and below ground at quick access.
HAPPY is decades old and up until the afterwards of 9/11 wasn't as tightly knit as it is today. Why HAPPY's entrance is in Riverton is because the town is so small, administrators chose it assuming no terrorist would ever think to attack it. It had many sub-names linked into it, different agencies all connected to together for common cause prior to 9/11. To give an idea on this the ACME Detective Agency was one of these sub-names linked, but being umbrellaed into the main organization's network came in the change over in 2001.
